Abstract This Decree-Law, consisting of 57 articles divided into eight Chapters, defines the rules that govern the solid waste management system in Timor-Leste. The provision related to the urban waste management service complies with the following principles: a) Protection of public health and the environment; b) Promotion of universality and equal access; c) Quality and continuity of service protecting the interests of users; d) Economic and financial sustainability of services; e) User-payer principle; f) Responsibility of the citizen, adopting preventive behaviours in the matter of waste production, as well as practices that facilitate its reuse, recycling or other forms of valorisation; g) Transparency in the provision of services; h) Ensuring efficiency and continuous improvement in resources use, responding to developments in technical requirements and best available environmental techniques; i) Promoting economic and social solidarity, correct territorial planning and regional development, etc. Full text Portuguese Website www.jornal.gov.tl
