It consists of 6 articles creating the aforementioned service the aim of which is to carry out controls on water and environmental pollution (in particular marine water) within the following Municipalities: 'Albufeira, Alcoutim, Aljezur, Castro Marim, Faro, Lagoa, Lagos, Loulé, Monchique, Olhão, Portimão, São Brás de Alportel, Silves, Tavira, Vila do Bispo and Vila Real de Santo António'. System management and exploitation shall be given to a water board (at least 51% national participation) in concession regime for a 30 years duration.
