Abstract

This Decree shall apply to licences as defined in Article 5.1, second paragraph, of the Act concerning Housing, Spatial Planning and the Environment of Bonaire, St. Eustatius and Saba (BES). The licence concerns large structures designated as such by this Decree: Large structures are facilities for storing or transfer of petroleum, petroleum products or hydrocarbons in a liquid state with a capacity for the storage of these substances or products of 2,500 m3 or more and structures referred to in Article 8.6, first paragraph, of the Act are facilities for storing or transfer of petroleum, petroleum products or hydrocarbons in liquid state with a capacity for the storage of these materials, or products of 25,000 m3 or more. Information on disaster prevention an mitigation and environmental effects shall be included in an application for a licence. The Minister shall determine the best available techniques taking into account, among other things, local environment conditions.
