Abstract The present Decree lays down rules on economic support for energy efficiency measures in apartment buildings. Support may only be given to property owners, holders of plot rights and owners of buildings that belong to someone other than the property owner. Support may only be provided for a building that: 1. predominantly contains residential flats leased with a tenancy, cooperative tenancy or tenant-ownership; and 2. has an energy performance which, expressed as a primary energy figure, exceeds 100 kWh / m2 and year. Further, support may only be given if the person implementing the measures contributes to training new professionals in the construction sector through active collaboration with relevant upper secondary schools and the Swedish Public Employment Service and by receiving apprentices in completed education.
