Abstract This Regulation consisting of 31 articles aims at regulating the collection of waste produced by population and urban gatherings and the related social, economic and developmental activities, including (i) municipal waste (consisting of solid, semi-solid and liquid waste; and (ii) construction waste and building debris. It establishes that the Municipality undertakes general cleaning work and combats rodents and insects on its own, or it can entrust the work to other companies licensed to practice the activity. It is also prohibited to transport wastes, whatever their source, except by companies and establishments licensed and classified for this purpose. The Regulation provides rules for (i) determining the gathering locations; (ii) determining the places of final disposal; (iii) daily, weekly, agricultural, and animal markets; (iv) hotels, residential, commercial and investment complexes; (v) owners of restaurants and cafes; and (vi) places intended for housing raising of animals or poultry. Art.6 lists prohibited actions such as discharge the waste on the sidewalks, and destroy crops, plants and trees, and picking flowers and fruits in the streets. Art.12 states that it is prohibited to transport water from sewage streams and ponds other than cars licensed for this purpose, and the drivers of these cars must take the necessary precautions to prevent water leakage during its withdrawal or transfer. Requirements for waste transportation are provided for at art.26. Finally, art.30 establishes that the Municipality determines one or more places to collect dead animals and dispose of them appropriately under the supervision of the Environmental Sanitation Office.
