Abstract

This Decision establishes general principles of ensuring safety of livestock and products of animal origin imported to the customs territory of the Customs Union from the territory of third countries of transported from the territory of one member state of the Customs Union to the territory of another member state of the Customs Union, and also in the process of manufacturing, processing, transportation and storage, conducting joint inspections of facilities and sampling of goods (products) subject to veterinary control through audit of a foreign official supervision system. Joint inspections of facilities must be conducted and assessment performed in accordance with the Annex 3 based on the principles contained in the Annex 2. Inspection must examine production flows and quality control of products, and epizootic situation on the administrative territory where production facilities are located. Sampling should be carried out by an inspector with appropriate knowledge and experience to properly apply Customs Union requirements to sampling, packaging, and transport procedures to avoid damage, substitution, or contamination that could distort laboratory results. The scope of sampling shall be collection of specimen for laboratory analysis. In exceptional cases, the Council of the Eurasian Economic Commission may decide to impose restrictions on a group of companies, or all companies in a third country, if serious irregularities are identified in the official surveillance system of the third country, if corrective action has not been taken and these temporary restrictions are proportionate to the risk to human and animal health caused by these irregularities.
