Abstract

The scope of this Decision is to provide the regulatory framework necessary to effectively assess and monitor compliance with state aid regulations, directed for environmental protection. It shall be applicable by the Competition Council when evaluating compatibility with the normal competitive environment for state aid directed to environmental protection, and providers/initiators of state aid for initiating/providing such support measures and monitoring thereof. The following state support measures for environmental protection shall be taken into consideration for assessment purposes: (a) assistance for standards exceeding current national standards or increasing the level of environmental protection in the absence of standards (including the acquisition of new vehicles that exceed the standards); (b) assistance for preliminary adaptation to future environmental standards; (c) assistance for environmental research; (d) assistance for investments in favor of energy efficiency measures; (e) assistance for investments in favor of energy improvement projects related to building efficiency; (f) assistance for investment in high-efficiency cogeneration; (g) assistance for renewable energy sources; (h) assistance for energy efficiency measures, including cogeneration and district heating and cooling systems; (i) assistance for waste management; (j) assistance for the restoration of contaminated sites; (k) assistance for the relocation of enterprises; (l) assistance in the form of reduction or exemption from payment of environmental pollution fees; (m) assistance for carbon capture, transport and storage, including individual elements of the carbon capture and storage chain; (n) assistance in the form of a reduction in the financial support for electricity from renewable sources; (o) assistance for energy infrastructure; and (p) assistance for the appropriate level of power generation capacity.
