Abstract This Decision provides for marine accident reporting and investigation. Marine accidents are classified in article 3 and include also environmental accidents. Marine accident reports must be submitted for accidents which occur both in Vietnamese waters and to Vietnamese seagoing ships operating beyond Vietnamese waters (Chapter II). Investigation of marine accidents shall be organized by the Directors of port authorities. Tasks and powers of marine accident investigators are outlined in article 10. Marine accident investigations shall be conducted and concluded within a specified time limit depending on where the accident has occurred (arts. 11 to 13). Complaints to directors of port authorities who have conducted the investigation, and settlement of complaints are provided for in article 14. Full text English
