Abstract

This Decision aims to establish rules and prepare a system of inspection measures aimed at preventing, reducing and eliminating Illegal, Unreported and Unregulated (IUU) fishing, as well as establishing a certification scheme for imports and export of fishery products. The Ministry shall provide the appropriate means at the disposal of the Fisheries Inspectorate to enable to perform the duties set out in this Decision. This Decision applies to all fishing activities (IUU), as referred to in Article 117 of Fisheries Law No. 64/2012 of 31 May 2012, as well as for other activities related to it, when these activities are carried out in accordance with Article 3 of said Law. Foreign Vessels, which do not meet the requirements of this Decision, are prohibited from accessing Albanian ports, availing of port services, and performing landing, transshipment operations at such ports, except in cases of force majeure, pursuant to Article 18 of the Convention on the Law of the Sea, adopted by the Republic of Albania, by Law No. 9055 of 24 April 2003, concerning the services strictly necessary to resolve these situations.
