Abstract

This Decision provides for the setting up of a Community framework for cooperation in the field of accidental or deliberate marine pollution. The framework is established for the period 1 January 2000 to 31 December 2006. It aims at supporting and supplementing Member States’ efforts at national, regional and local levels for the protection of the marine environment, coastlines and human health against the risks of pollution (both accidental and deliberate) at sea. Moreover, the framework promotes mutual assistance and cooperation among Member States in order to, inter alia, provide for compensation for damage on the basis of the polluter-pays principle. This framework comprises the creation of an information system, whose components are fully described in Annex I. In accordance with article 4, the Commission shall be assisted, in the implementation of this decision, by a Committee. Annex II lays down financial arrangements for the Community contribution.
