The Kyoto Protocol to the UN Framework Convention on Climate Change makes provision for a reduction in the level of greenhouse gas concentrations. Under the Kyoto Protocol, the Community has accepted the target of reducing its emissions during the period 2008 to 2012 in respect of a series of greenhouse gases by 8 percent relative to 1990 levels.
