Such objectives shall respond to the key environmental priorities to be met by the Community in the following areas: (a) climate change; (b) nature and biodiversity; (c) environment and health and quality of life; (d) natural resources and wastes. The programme shall be implemented in accordance with the polluter-pays principle, the precautionary principle as well as the principle of rectification of pollution at source (art. 2, paragraph 1). A detailed article specifying the objectives and priorities to be taken into account is devoted to each area: article 5 refers to climate change; article 6 deals with nature and biodiversity; article 7 concerns environment and health as well as quality of life; article 8 regards the sustainable use and management of natural resources and wastes.
