Abstract This Regulation provides for activities and responsibilities of organizations and individuals in responding to oil spills throughout the country. The Regulation consists of 16 articles divided into 5 Chapters: General provisions (I); Organization of oil spill response (II); Settlement of oil spill consequences (III); Responsibilities of organizations, individuals for oil spills (IV); Implementation provisions (V). Articles 3 and 4 deal with matters related to information and information processing in oil spill response, and decentralization of oil spill response. Evaluation and determination of damage and payment of compensations are specified in article 7. The National Committee for Search and Rescue shall assume the prime responsibility for directing and organizing the implementation of national plans on oil spill response nationwide, etc. (art. 10).
