Abstract

The contracts for forest protection, natural regeneration and planting must be in compliance with the following requirements established by article 1 of the present Decision: (a) possession of a Land Tenure Certificate according to the provisions of Government Decision No. 02 of 1994; (b) submission and approval of a technical-economic plan or investment proposal; (c) availability of sufficient funds for paying all the costs of the contracts. The allocation of forest land shall be carried out in favour of "State forest owners" (e.g. State Forest Enterprises, State Farms, State Fishing Enterprises, social organizations, etc.) and "contracted households" (e.g. households, individuals, schools, social organizations, etc.). The Decision establishes the contents of the contracts as well as the duties and responsibilities of State Forest Owners and contracted households. It also makes specific provisions regarding the contracts in relation to the different types of forest to which they refer, i.e. special-use forests, protection forests, production forests.
