It sets safety obligations for everyone involved in the management of dangerous goods, including, employees, manufacturers, importers and suppliers (Part 2). Part 3 empowers the Minister to make recognised standards stating the way to achieve an acceptable level of risk. Part 4, under the title “major hazards facilities”, covers all issues related to the identification and classification of major hazard facilities and possible major hazard facilities. It also spells out related obligations of all involved in the management of such facilities. Part 5, “dangerous goods location” sets notice requirements for dangerous goods location and defines emergency plans and procedures that must be prepared. Part 6 regulates the appointment and powers of authorised officers under the Act. It also defines their role and powers in securing the enforcement of the Act. Part 7 deals with emergencies that might occur, while Part 8 covers investigations and inquiries into major accidents. Part 9 regulates appeals and Part 10 other legal proceeding related to the Act.
