The Minister may appoint for the purposes of this Act an authorized officer, and such authorized officer shall be responsible for the administration of this Act. The authorized officer shall have power to grant a licence under this Act. Every vessel carrying a cargo consisting wholly or in part of goods which are specially dangerous, on entering any harbour within Belize, shall conform to the regulations in respect to the place at which she is to be moored as may from time to time be issued by the Harbour Master with respect to such harbour. There may be annexed to any licence such conditions: (a) as to the mode of storage; (b) as to the nature of the goods with which dangerous or specially dangerous goods may be stored; and (c) as to the general safe keeping of dangerous and specially dangerous goods, as may seem expedient to the authorized officer.
