Goods shall be deemed to be wholly obtained in Kenya if they are harvested, gathered, collected, fished, hunted, etc. in Kenya (reg. 3). Regulation 3 sets out also criteria for the determination of goods that have undergone "substantial transformation" in Kenya. Processes that not confer origin of goods are listed in regulation 4. Regulations 11 to 14 concern the validation of the visa accompanying the goods and the certificate of origin in the case that doubts about the origin of the goods arise in the country of importation.
