It defines immovable and movable cultural heritage and governs its protection by determining (i) responsibilities of the State and of self-governing local communities, (ii) public service tasks and other activities involving protection, (iii) obligations and rights of owners of cultural heritage, (iv) professional supervision and inspection in this area, and (v) penalties to be applied in case of infringement.
