They place restrictions on the cultivation of sisal in “reserved areas” i.e. special areas, special reserves and temporary special reserves, special leasehold areas and special settlement areas, as defined in the Trust Land Act. Two reasons for the planting of sisal in such areas are the prevention of soil erosion the preservation of water resources. Decorticating or buying of sisal leaf from a reserved area requires a licence from the Director of Agriculture, but no licence shall be issued by the Director without the consent in writing of the Sisal Board and of the Provincial Commissioner of the relevant province. Nothing in these Rules shall prohibit the planting of sisal under licence granted under the Sisal Industry Act.
