No potatoes shall be removed from such areas unless inspected at one of the places set out in the Second Schedule to these Rules and the persons who transports the potatoes is in possession of a certificate issued in respect of such potatoes. Potatoes shall be purchased by a trader from an African only in accordance with these Rules. Potatoes rejected at inspection may be used as animal food.
