It provides that all land in North Dakota shall be within a water resource district. In addition, it provides for the order creating water resource district; consolidation of water resource districts; water resource board, and appointment and number; eligibility for appointment to board, term of office, removal, filling vacancies and compensation of managers; appointment of alternate board member due to conflict of interest or illness; and oath of office, organization of water resource board, appointment of employees, and meetings.
