For the fleet segments registered in the outermost regions the specific reference levels for fishing capacity set out in article 1 shall apply. According to article 3, any transfer of a vessel from an outermost region to the continent shall be treated as an entry to the continental fleet within the meaning of article 13 of Regulation (EC) No. 2371/2002.
