The European Community shall support operations and initiatives on sustainable development undertaken by decentralized cooperation agents of the Community and developing countries. The priority fields for these operations include the development of human and technical resources as well as local rural, social and economic development in the developing countries taking into consideration the gender perspective. The instruments to be employed shall cover studies, technical assistance, training, supplies and works, along with audits and evaluation and monitoring missions. Financial support under this Regulation shall take the form of grants.
