Abstract

This Resolution consisting of 32 articles aims at organizing production of seeds and plant propagation materials by the Ministry of Agriculture, specifically by the public administration responsible for it. The Minister shall form a Committee to undertake the following tasks: (i) inventory the items produced locally, then record and ratify them in the national registry; (ii) register the items imported within a special register for the items adopted; (iii) take samples and retain them in the gene bank to the Ministry; and (iv) prepare the forms for the registration of the items in the records. It is possible to register a new product category only by a producer authorized by the Ministry, in accordance with the recognized conditions, after submitting a written application. It is prohibited trading items not registered in the national registry and without a permit issued by the Ministry. To import a new plant variety never before entering the country it is necessary to apply to the Ministry annexing a sample of the product to be entered for examinations, the Agricultural Health Certificate and the certificate of origin. Seeds imported must include an identification card. Rules are provided also for seeds' sale and storage. The Ministry shall determine the conditions to be available in plant breeding sites. The seeds may not be propagated unless they are registered in the National Register. Seeds have to be saved in appropriate and sterile new devices.Imported or exported seeds are subjected to agricultural quarantine procedures to verify that it is free from pesticides and conform to the required specifications. The competent Committee of the Ministry determines the percentage of purity and assesses the vegetation for each variety.
