Chapter 2 establishes the council and provides for its constitution, qualification of members and meetings. It also lays down the functions, duties and powers of the Council. Chapter 3 prohibits practice in the animal health and livestock service profession without registration of name under the Act and provides for the procedure for registration. The registration of professionals shall be under Classes A, B, C or D depending on their qualification. The Act makes special provision for rural animal health workers. Chapter 4 contains provisions in respect of recognition of educational degree and certificate, standards for educational institutions, examination and assessment. Chapter 5 provides for appointment of the Registrar and other employees of the Council. Chapter 6 creates a separate fund for the Council and the sums to be deposited in the fund.
