An application for a permit to import bread loaves or pie pastries shall be made to the Director, in Form A set out in the First Schedule and shall be based on the grounds that there is a shortage of bread loaves or pie pastries in Botswana. A person aggrieved by the refusal of the Director to issue that person with an import permit may appeal to the Minister within 30 days of receiving the Director's decision.
