Such plants shall be considered as Non-licensable Plants and shall be the following: industrial heaters with thermal power under 50MWth; plants for bituminous concrete production; plants for ready-mixed concrete manufacture; plants where milling processes, transport, mixing, storage, packing, drying or other physical treatment take place of gravel, limestone, gypsum, perlite, bentonite, clay, dolomite, selestite, marble, bauxite, color, asbestos, metals and all stones used to produce crushed stone and sand; other inorganic materials; plants for the production of cereals or animal feed or coal or soy. For all the above mentioned plants, maximum limits and operating conditions are specified in these Regulations in order to protect human health and the environment. Any person, who operates any of the industrial plants falling into the categories mentioned above and fails to meet the operating requirements and the gas emission limits set forth with these Regulations, shall be guilty of a criminal offense.
