Abstract

With the purpose of aligning the Cypriot legislative frame with certain Council Directives regarding the disposal of waste oils and the incineration of waste, these regulations have as object the obligation of the national competent authority to ensure that in the event of exhaust mineral oils incineration, the produced gaseous emissions will not exceed certain limit values and that will not be causing pollution to the atmosphere. The Regulations prescribe that industrial plants proceeding with thermic treatment of used mineral oils or use exhaust mineral oils as fuels, must ensure an authorisation for waste gas emission issued by the competent authority. This authorisation shall be granted only after the competent authority has certified that all the necessary measures have been taken for the protection of public health and the environment as well as that the best available technology has been used. Any undertaking is compelled to observe the limit values of emission to the atmosphere that are included in the Annex to these Regulations and shall be stated in the permit of emission. The competent authority with regular and extraordinary checks shall control for the observation of the requirements of the permit and shall impose sanctions when a violation of such terms may occur. The regulations include also the obligation of the competent authority to draw up three-year period reports on the situation of used mineral oils combustion in the Republic and to transmit the relevant information to the European Committee.
