All rights with respect to the Continental Shelf are vested in the Government of Kenya (sect. 3). The remaining sections provide for the application of criminal and civil law of Kenya within the area of the Continental Shelf and certification by or on behalf of the Minister which shall constitute prima facie evidence in legal proceedings as to whether an act or omission occurred within or outside the area of the Continental Shelf.
