No person shall carry on the business of a baker without a licence issued by the Minister. The Minister may attach conditions to the licence. No baker shall manufacture, expose, sell or offer for sale — (a) bread of any type other than that specified in the first column of the Schedule; or (b) any bread which contains more moisture by weight than that specified in the fourth column of the Schedule. Bread shall be manufactured in accordance with specifications as set out in the Schedule. The Regulations further contain some rules relative to bakeries and the sale of bread.
