For this purpose the Act: requires a Director of Consumer Guidance to be appointed; establishes a Consumer Guidance Council; empowers the Minister to make Orders, the contravention which is declared to be an offence; empowers the Minister to make Regulations for the purpose of securing that goods are safe; provides for measures of enforcement; grants other regulation-making powers to the Minister; and defines other offences.
