The Council shall carry out functions conferred upon it by section 3 of the Societies for the Prevention of Cruelty to Animals Act, including: to determine, control and coordinate the policies and standards of societies, in order to promote uniformity; and to prevent the ill-treatment of animals. The National Council shall be governed by a Board and may establish Regional Councils.
