Abstract

This Act provides for the management of Constituency Development Fund at a national and local level. It defines the duties of the Minister and establishes a Constituency Development Fund Committee in each constituency. The committees shall receive proposals from the ward development committee within the constituency or proposals for joint projects with other constituencies and forward a list of such proposals to the Minister. The Minister shall ensure that the projects on the proposed project list comply with the provisions of this Act. A project under this Act shall be community-based for the benefit of a broad cross section of the community of a particular area. A local authority shall disburse funds from the constituency account based on projects approved by the Minister. A project under this Act shall be implemented by the council, and where necessary with the assistance of a relevant department of the Government in the district in which the constituency is located. The Provincial Local Government Officer shall monitor the implementation of projects at the provincial level.
