It provides that persons responsible for the maintenance of public buildings designed with energy conservation or production features shall be trained by the Department of Commerce, Community, and Economic Development in the use and operation of those features. The chapter further provides for training of public building maintenance personnel; applicability of thermal and lighting energy standards to residential buildings; financing of energy efficient homes and buildings; recycling of materials by state agencies; and waste reduction and recycling awards for schools.
