Abstract

This conservation measure regulates the licensing and inspection obligations of Contracting Parties with regard to their flag vessels operating in the Convention Area, except for some waters adjacent to certain islands. The text provides that a licence issued by the Contracting Party is required for its flag vessels to fish in the Convention Area. The licence must specify the areas, species, time periods and other conditions for the authorised fishing, in accordance with the Convention and CCAMLR conservation measures. The conservation measure aims to ensure the conservation and rational use of Antarctic marine living resources, and to prevent illegal, unreported and unregulated fishing activities. The text is designed in 10 Articles and has one Annex with regard to reporting of vessel sightings.
