Reporting procedures will apply to all vessels transshipping fisheries resources and products of fisheries resources that were harvested in the Convention Area, regardless of where the transshipment occurs. Because transshipping is considered “fishing” under the NPFC Convention, vessels not on list of fishing vessels that are authorized to participate in fisheries in the Convention Area shall not be authorized to transship fisheries resources and products of fisheries resources in the Convention Area. Transshipment Monitoring Measures include an advance notice of transshipment operations and a declaration after transshipment, both to be submitted by vessels to its flag member state.
