Abstract

This CMM is prepared as a rule for monitoring, control and surveillance of fishing activities and to ensure compliance of the Contracting Party with the relevant CMMs. Article 1 of the text requires that each Contracting Party, cooperating non-Contracting Party and participating fishing entity (CCP) shall ensure that its vessels maintain either an electronic fishing logbook or a bound fishing logbook containing the information relevant for their compliance with the data collection and submission requirements of CMM 2022/02. The CMM requires that CCPs shall develop, implement and improve systems to maintain a record of all vessel position information reported through Vessel Monitoring System (VMS) and logbooks. The text provides for obligation of the CCPs to report on each entry to or exit from the Agreement Area. The CMM further lays out for interim regime for at sea transshipments and transfers, monitoring of transshipments in ports, and reporting of transshipments and at sea transfers. The text contains 27 Articles and has VI Annexes.
