This Complementary Law enters into force on the day of its publication.
Abstract

This Complementary Law, consisting of 52 articles divided into nine Chapters, regulates the State Policy for the Management and Security of Dams (PEGSB) and establishes the State System for the Management of Water Infrastructure Enterprises (SEGEIH) and the State System of Information on Dam Security (SEISB). It applies to dams intended for the accumulation of water for any use laying down specific characteristics. The objectives of the PEGSB are: promote actions that contribute to increase water security in relation to the aspects of water availability for the various uses in the State; create mechanisms and actions to promote the management of the operation of public enterprises of water infrastructure in the State; carry out planning and technical foundation for the implementation of water works projects; harmonize the objectives, foundations and guidelines provided for in the State Policy on Water Resources; indicate actions of strategic nature necessary to guarantee the supply of water for human consumption and for use in productive activities, reduce the risks associated with critical events (droughts and floods); ensure compliance with dam security standards in order to reduce the possibility of accidents and their consequences; regulate the security actions to be adopted in the planning, construction, operation, deactivation and future uses of dams throughout the territory; promote the monitoring and follow-up of the security measures employed by those responsible for dams; create conditions for the expansion of the universe of dams control by the public power; gather information to support the management of dams by the various levels of government; establish technical compliance that allow the assessment of the adequacy of the dam to the parameters established by the public authority; promote a culture of dam security and risk management; ensure the warning systems for emergency situations, etc.
