Abstract This Complementary Law, consisting of 9 articles, creates the State Fund to Fight and Eradicate Poverty (FECOEP/RO), linked to the State Secretariat for Social Assistance and Development (SEAS), aimed at enabling the population of the State of Rondônia, access to decent levels of subsistence, through supplementary actions of nutrition, education, health, basic sanitation and other programmes of relevant social interest, aimed at improving the quality of life, as provided for in Article 82 of the Transitional Constitutional Provisions Act (ADCT) of the Federal Constitution. FECOEP/RO resources should be applied in the following activities: a) food and nutritional security, through the acquisition of basic food baskets and support to productive chains such as beekeeping, fruit growing, goat and sheep breeding, dairy farming, agroindustry, floriculture, coffee cultivation, poultry breeding and fish farming; b) educational security, through literacy programmes; c) programmes of health care and protection; and d) actions, projects or programmes to combat poverty defined in the State's Multi-Year Plan.
