This Complementary Law enters into force on the day of its publication.
Abstract

This Complementary Law, consisting of 26 articles divided into ten Chapters, creates the State System of Sustainable Food and Nutritional Security of Espírito Santo (SISAN-ES), aimed at ensuring the Human Right to Adequate Food (DHAA). This Law establishes definitions, principles, guidelines, objectives and composition of the SISAN-ES, through which the public power, with the participation of organized civil society, will formulate and implement policies, plans, programmes and actions to ensure the Human Right to Adequate Food (DHAA). SISAN-ES is composed of a set of State organs and entities of municipalities and private institutions, related to food and nutritional security, expressing interest in integrating the System. The objectives of SISAN-ES are: formulate and implement SAN policies and plans; encourage the integration of efforts between government and civil society; promote the monitoring and evaluation of the State's food and nutrition security. CONSEA-ES functions are to specify the main directives and priorities of the State Policy of SAN, aiming to ensure their inclusion in the Strategic Plan of the State Government; propose guidelines and priorities of the SAN Policy and State Plan, taking into account the SAN State Conference, including budgetary requirements for its achievement; articulate, follow up and monitor, in collaboration with the other members of the System, the implementation and convergence of actions related to the SAN Policy and State Plan, etc.
