Abstract

This Complementary Law creates the New Family Farming Development Fund (FEDAF). FEDAF, is under the Secretariat for Agrarian Development (SDA), and aims at providing financial support to family farming, in the areas of production, processing, access to markets and others, in line with rural development strategies sustainability of the Government of the State of Ceará. The objectives of FEDAF are: I – contribute to the social, economic and technological development of agriculture, land ownership, agroindustry and other non-agricultural rural activities, in compliance with the principles of agroecology, creative coexistence with the semi-arid region and solidary socioeconomics; II – provide financial assistance to carry out projects in the field of family farming, through the granting of loans and financing, as a means of enabling the financial operation of SDA programmes and projects, in which there is a need to carry out transfers to farmers and their organizations; III – promote family farming cooperatives; IV – promote the institutional strengthening of the SDA and its affiliates, through direct investments for the operational improvement of the fund.
