This Complementary Law enters into force on the day of its publication.
Abstract

This Law, consisting of 72 articles divided into 15 Chapters and one Annex, establishes the Code of Sanitary Surveillance, Surveillance on Zoonoses, Agricultural and Livestock Inspection of the Municipality of Rio de Janeiro and adding provisions to Title V of Book 1 of Law No. 691 of 24 December 1984 - Municipal Tax Code. The Municipality shall guarantee the full implementation of health promotion and protection actions in relation to this Code, notwithstanding the obligation of persons, families, companies and society in Rio de Janeiro, to adopt measures that prevent risks and diseases arising from the production and circulation of goods and services. The actions of health surveillance, zoonosis surveillance and agricultural inspection constitute an integrated field of interdisciplinary and intersectoral knowledge, systematized activities in the concepts of health surveillance and health, with the broad and solid participation of society are governed by the following foundations and guidelines: compliance with municipal, state and federal legislation regarding sanitary, animal health and agricultural control; principle of good faith of the person concerned and the taxpayer; constitutional principles of legality, morality, publicity and efficiency; principle of proportionality; principle of self-assessment, in specific situations requiring the re-examination of administrative acts practiced and manifestly unlawful; precautionary principle, ensuring the adoption of measures for protection and protection of health; broad access to information; rationalization of information processing; presentation of electronic, queries, requests and documents; execution and registration of administrative procedures in a virtual environment; sharing data and information between organs of the Municipality; creation of means, simplification of requirements and improvement of procedures designed to extinguish or limit the need for interested parties and taxpayers to appear before public authorities; reduce licensing requirements for low-risk activities; and adoption of special preventive care for the licensing of high-risk activity.
