This Complementary Law enters into force on the day of its publication.
Abstract

This Complementary Law, consisting of 35 articles divided into ten Chapters, establishes the State Policy for Water Supply and Sanitation, the State System for Water Supply and Sanitation, the State System Information on Sanitation, and creates the State Sanitation Fund. The objectives of the State Policy on Water Supply and Sanitation are: to promote universal access to water supply and sewage services; improve conditions; provide adequate services: and apply national guidelines to water supply services water and sanitation within the State of Ceará. This Policy should be articulated with the state policies of urban and regional development, to fight against poverty, to protect the environment and human health. Monitoring of the environmental impacts on health should be carried out, based on an articulation with the State Health Secretariat (SESA) and other competent bodies and/or institutions, in order to evaluate the evolution of the water supply and sanitation from the application of this State Policy. The State Policy for Water Supply and Sanitation consists of the institutional and financial support of the State of Ceará for public sanitation services and has the following instruments: the State Plan for Water Supply and Sanitation (PAAES); the State Fund for Basic Sanitation (FESB); the Information System for Sanitation in the State of Ceará (SISANCE).
