Abstract This Complementary Law creates the State Secretariat for Women (SESM), pursuant to Law No. 3.043 of 31 December 1975. SESM aims to formulate and implement public policies for women, and it is responsible to: develop, implement and monitor projects and programmes in order to guarantee access to civil, social, political, economic, cultural and environmental rights for all women; formulate, coordinate, articulate and define policy guidelines for women; implement, formulate, support, articulate and evaluate public policies for the promotion of women's rights; support, articulate, promote and execute cooperation programmes with bodies and entities aimed at implementing policies for women; develop strategies, support initiatives and follow-up on actions to expand and strengthen governmental bodies on policies for women in public administration; protect, expand, guarantee and enforce women's rights; systematize the management actions of strategic projects to protect women in socially vulnerable situations; and articulate policies, plan and implement actions aimed at guaranteeing rights, protecting and eliminating all forms of discrimination and violence against women.
