This Complementary Law enters into force on the date of its publication.
Abstract

This Complementary Law, consisting of 41 articles and four Annexes, reorganizes the structure of the State Secretariat for the Environment and Water Resources (SEAMA). SEAMA, created under Law No. 3.043 of 31 December 1975, aims at managing public policies on the Environment and Water Resources and the management of tools to improve the sustainable development of Espírito Santo. In particular, SEAMA is responsible for: guide actions towards the sustainable use of natural resources and to improve the quality of life; propose, coordinate, manage and promote actions for the development of activities related to State Policies on the Environment, Environmental Education, Solid Waste Management, Climate Change, Conservation Units, Coastal Management and Water Resources, etc.; coordinate the elaboration of related guidelines; propose, support and supervise actions and the elaboration of research, scientific studies and projects aimed at conservation, recovery of environmental quality and improvement of quality of life; establish priority areas, with the objective of protecting or conserving natural resources; guide and support municipalities towards an integrated management of the Environment and Water Resources; promote the integration of activities related to the Environment and Water Resources protection; carry out research aimed at reducing the degradation of environmental quality; promote conservation of the State's environmental and landscape heritage; establish guidelines on to the State Policy on Environmental Education, etc.
