Section 3 establishes that a council that is providing its own land use planning service shall make a by-law establishing a planning advisory committee. The powers and duties of an advisory committee are, inter alia, as follows: i) to advise and make recommendations to the council on matters relating to community planning; ii) to give its views to the council on any by-law proposed to be made under this Act, whether or not its views have been requested in accordance with section 110; and d) to exercise the powers and perform the duties relating to community planning that are given to it by this Act or the council.
