The European Community Biodiversity Strategy set out in this Communication provides the framework for developing policies and instruments in order to comply with the Convention. It aims to anticipate, prevent and attack the causes of significant reduction or loss of biological diversity at the source. The Communication is composed of the following four Parts: (I) Introduction; (II) Strategy themes; (III) Policy areas; (IV) The development and implementation of action plans and other measures.
