Abstract

The Commission recommends to Member States the adoption of a control plan with a view to establishing the prevalence of fraudulent practices in the marketing of certain foods in accordance with the Annex to this Recommendation. The plan should contain the following actions: (a) official controls on foods destined for the final consumer or mass caterers, which are marketed or labelled as containing beef; (b) official controls on horsemeat destined for human consumption to detect phenylbutazone residues.
