Abstract This Code establishes legal, economic and organizational grounds for state regulation in the sphere of commercial marine navigation. It shall be applicable to navigation along the sea routes and in the inland waterways. Article 6 establishes that state management in the sphere shall be carried out by State Water Transport Authority in relation to marine navigation and by State Fisheries Authority in relation to fisheries management. Article 7 establishes that State Fisheries Authority shall carry out the following functions: (a) supervision of international agreements concluded by Turkmenistan in the sphere of fisheries; (b) state registration of fishing vessels; (c) piloting of fishing vessels in seaports; and (d) protection of marine environment. Article 29 entrusts State Fisheries Authority with the task of registration of fishing vessels. Article 81 establishes that piloting of vessels shall be carried out by state marine pilot with a view of ensuring safe navigation and environmental protection. Article 293 classifies the types of oil pollution from ships and establishes related liability.
