Section 1 establishes that the Minister of Agriculture, Fisheries and Food shall issue a licence to operate a fish-breeding plant, a licence to cultivate aquatic plants on a commercial basis or a licence to operate a fishing pond to a person or partnership who applies in writing in a document containing the information listed in this section.
